PCAR is PASSAGES, Inc largest funding source.

Pennsylvania Commission on Crime and Delinquency (PCCD)

Authorized under Act 274 of 1978, PCCD oversees criminal and juvenile justice planning, coordination and policy analysis. In addition, PCCD administrates state and federal funding programs which are separated into four funding streams: The victim/witness services provisions of State Act 96 of 1984 (VS); the federal Juvenile Justice and Delinquency Act of 1974 (JJDP); the federal Victims of Crime Act of 1984 (VOCA); and the federal Anti-Drug Abuse Act of 1988 Drug Control and Systems Improvement program (DCSI).
